Summary:  

The incumbent in this position supports the integration and development of health information exchanges between EMRs for their area of responsibility. Responsibilities include the design, coding/programming, testing, implementation and ongoing support of integrated systems supported by the EMR Engineering & Integration Team within the Information Services Division.  The incumbent will lead large, complex projects; including the development of detailed project plan tasks, timelines, technical specifications, testing plans, and cut-over plan.  The development and on-going maintenance of support documentation is required. They will work closely with architects and manager to collaborate on system design.  These activities require skills in independent decision-making, application engineering, complex problem solving, leadership, systems analysis, customer service, teamwork, organization and excellent written and verbal communication skills.

What You Will Do: 

System Maintenance and Support. Provides effective, timely problem resolution and constituent support for assigned systems, services, and clients. Ability to perform problem and structure analysis, and proven ability to design and develop applications/applications to support health information exchange. Works closely with IS Infrastructure Teams and IS Application (clinical & financial) Teams (both internal to Baystate Health and external to Baystate Health e.g Community Practices) to establish operational standards to ensure reliable operation and output with minimal manual intervention. Mentors team members on engineering & integration touch points within the systems supported by the HIE Team and EMR Engineering & Integration Team. Monitors vendor software releases and technical updates/patches, tests and implements upgrades or maintenance patches to ensure current version is supportable and scalable. Writes functional and technical specifications for complex system modifications. 

Project Activities and Oversight: Assists clients (internal to IS and external to IS) in defining the value of the proposed initiative and viable technical solutions that address the requirements. Thoroughly documents technical specifications and business requirements so they are understood by project team members following team and department documentation standards. Leads in the design and documentation of system requirements.  Performs system analysis and documents current state, future state and performs gap analysis.  Participates on and/or leads project teams to implement complex solutions that improve the client’s (internal to IS and external to IS) business objectives. Creates thorough test plans and performs all relevant testing of EMR engineering programs and integration programs including unit, system, functional, regression, stress/load, integrated and disaster recovery testing. Assesses test results to validate the data integrity. 

Administration and Leadership: Under support and guidance of team leadership, ensures sufficient backup for their responsibilities is established. Informs team leadership of progress, plans and issues. Manages work to ensure adherence to established and approved timelines. Understands the importance and participates in system change management process and controls and follows all change control procedures. Stay abreast of supported applications and current technologies, application, and vendor developments of supported applications and technologies. Mentors and works closely with all BH clients and IS colleagues.

What You Will Need: 

Minimally Required Education:  Bachelor's Degree in Computer Science or related field 

Minimally Required Experience: 

Minimum of 5 plus years experience in the implementation, configuration, deployment, maintenance and ongoing support of large system interfaces/applications.  Requires a programming / technical background with proficiency in  two or more programming languages or specialties: HL7 Interface Standards, XML, JAVA, SQL, JavaScript, Business Objects, Informatica, Oracle, Oracle SOA,  Websphere, Web Logic,  eGate using JAVA and UNIX.

 Preferred Education:  

Understanding of the healthcare information system environment preferred.  Knowledgeable of technologies such as: IHE profiles and standards, HITSP standards, SOA 12.
